My apologies on an admittedly poor attempt to explain something you already understood. I guess what threw me was you're saying you were confused and didn't understand the way ATR planned to handled the chip deal.
To paraphrase someone from a more cynical past: If the regional and mid-packers suffer the most from the gun/chip differential, then perhaps they could just train harder and become faster than all the folks what line up in the wrong spot? (Another gem from this not-that-wise sage: Winning a race is easy! Just start out in front, and don't let anyone pass you....)
