Before I post, I see what you're talking about when it can be done in other locations and the lesser degree of professional security. With that said, we pretty much do that in the county. The roads aren't closed at the Turkey,HHM, and on the Island.
Once we apply for a permit in Mobile, the police take over the security before granting the permit. Some races can protect the course if they hold up their end of the bargain, that is, put a volunteer in that intersection. The Joe Cain and Old Mobile do this. And as always, it comes down to volunteers.
