Vic, great job with the race as per usual.
In regard to your local runner definition, it sounds great and should eliminate alot of confusion in the future. As a backup, you might create a small committee of race officials to act as the rules committee to help make decisions on things like this and runner DQ's etc. A three person committee should work well. This is the format for many track meets and is recognized by track people as the way to resolve dispoutes. It seems anytime there is money involved, there is a dispute waiting to happen.
